- Policy Statement
California Career Institute (CCI) is committed to protecting the life and safety of students, employees, and visitors. This policy establishes an emergency‑management framework that complies with Title IV requirements under the Jeanne Clery Act (34 CFR §668.46) and reflects the streamlined staffing of a small campus. - Purpose
Provide clear roles and expectations for fire evacuation and active‑shooter lockdown so that all personnel understand their duties. - Scope
Applies to all individuals at the Anaheim campus (14,000 ft², single corridor, two exits). - Authority & Compliance
This document constitutes CCI’s written emergency‑response and evacuation policy per 34 CFR §668.46(g) and is reproduced in full within the Annual Security Report (ASR). - Definitions
- Incident Commander (IC): Campus Director or highest‑ranking administrator present.
- Safety Officer: Facility Manager.
- Campus Security Officer (CSO): Uniformed or designated security staff member.
- Public Information Officer (PIO): Director for Marketing, responsible for mass communication.
- Floor Warden: The instructor of each occupied classroom acts as the warden for that space.
- Responsibilities
- **Incident Commander (Campus Director)** – Confirms emergencies, activates alarms, liaises with first responders, declares all‑clear.
- **Safety Officer (Facility Manager)**: Maintains alarms, maps, and drill records and coordinates annual training.
- **Campus Security Officer** – Leads lockdown implementation, assists with sweeps, coordinates with law enforcement.
- **Public Information Officer (Director for Marketing)** – Sends PA, SMS, and e‑mail alerts via SchoolMessenger; handles media inquiries.
- **Instructors / Floor Wardens** – Guide students during evacuation or lockdown and perform accountability roll call.
- Training & Awareness
New staff receive orientation on this policy; students receive a briefing on the first class day and at each drill. - Drill Frequency & Documentation
A minimum of one fire drill and one lockdown drill is required annually. The safety officer keeps drill test logs for three years; summary metrics are published in the ASR. - Record Retention
All drill documentation and after‑action reports are stored electronically by the Safety Officer and backed up to secure cloud storage. - Review & Revision
The Facilities & Safety Committee reviews the policy annually or upon significant regulatory changes.

- Confirmation – IC or CSO verifies threat via fire panel, CCTV, or 911.
- Activation – PIO (Director for Marketing) launches pre‑scripted alert through PA and SchoolMessenger.
- Audience – By default, alerts are campus‑wide due to building size.
- Follow‑up – IC issues All‑Clear after coordination with responders.
- Fire Evacuation Procedure
- PIO broadcasts Message #1: “ FIRE DRILL – EVACUATE NOW.”
- Instructors/Floor Wardens lead students to the nearest exit; CSO and Safety Officer sweep the corridor and restrooms.
- Assemble at the south parking‑lot rally point; conduct roll call.
- IC meets Fire Dept.; PIO sends Message #3 when cleared.
- Lockdown / Active‑Shooter Procedure
- PIO broadcasts Message #2: “ LOCKDOWN – SECURE IN PLACE.”
- If the threat is distant and the exit is safe, evacuate; otherwise, barricade.
- CSO patrols (if safe) to confirm doors are secured.
- Await law‑enforcement release; PIO issues All‑Clear (Message #3).
